Although Thurston Moore has compared noise rock to the NYC punk scene of the '70s, the foundations of the genre reach much farther back than the Ramones. Some would include Hendrix, the Stooges, and certainly the Velvet Underground among the most important influences of a genre that counts atonality and dissonance as two of its identifying artistic tenants. 

The 1980s saw the genre explode with Chicago's Jesus Lizard and Big BlackSonic Youth out of NYC, and Pittsburgh's instrumental math rockers Don Caballero all rising to legendary status within a genre that continues to evolve and thrive.
